TRIALS SERIES REGULATIONS FOR 2009

SERIES REGULATIONS
1.1 These regulations shall be read in conjunction with Supplementary Regulations for events in the Series but shall take priority in areas of conflict unless determined otherwise by the Series Co-ordinator. These rules shall take effect from January 1st 2009, & shall apply until December 31st 2009, unless rescinded or amended by the SEAC executive committee. Any request to vary these regulations must be made in writing to the Series Co-ordinator.
1.2 All events shall be run under the National Rally Code (NCR) & related bulletins of CAMS Limited.
1.3 The SEAC Committee formulates the rules for the Series, & reviews the conduct of events to ensure that they conform with the overall concept of the Series.
1.4 These rules have been compiled to provide guidelines for SEAC to maintain a uniform, fair & enjoyable Series for the competitors benefit.
2. ROLES OF EXECUTIVE POSITIONS
2.1 Series Co-ordinator
Functions are to :-
· Ensure the Series is correctly administered & meets the needs of the competitors.
· Schedule & chair meetings as appropriate.
· Delegate responsibility for specific tasks to appropriate members as necessary.
· Co-ordinate the purchase of Event & Series Trophies.
· Providing relevant Series information to media outlets, & other interested parties.
2.2 Event Secretary
Responsible for :-
· Series correspondence, minutes & agendas.
· Communication between committee members, Event organisers, & CAMS
· Preparation & dissemination of Series Rules
· Administering Series funds & bank account with club Treasurer.
2.3 Series Scorer
Responsible for :-
· Collation of all event results.
· Maintenance of current point scores for the Series.
· Dissemination of updated scores after each event.
3. EVENTS
3.1 Number of Events – The Series shall consist of at least four (4) or more completed events.
3.2
All Competitive sections utilising
open roads shall have at least 80% navigational content.
3.3
All transport sections shall
be fully route charted.
3.4
Competitive Distance – is at the discretion of the
Event Director. However a minimum of 100km & a
maximum of 200km is recommended for each event.
3.5 Navigation shall be of a standard suitable for all levels of competitors.
3.6 A minimum of 60 minutes plotting time shall be allowed for all competitors prior to their start time.
3.7 Events shall use “Target Penalty Second” scoring on all sections.
4. ISSUING OF ROUTE INSTRUCTIONS
4.1 Route Instructions are not to be issued until all documentation for the crew has been completed.
4.2 Route Instructions are to be made available at least 1 hour before the first car is due to leave.
4.3 All cautions included in the Route Instructions on either Route Chart or Navigation sections must be marked with caution boards.
5. PROTESTS
5.1
In the event of a protest being received, the Clerk of
Course shall advise all competitors within 72 hours
of receipt of the protest as per CAMS Manual
6. CREW & GRADING
6.1 The Series is open to all financial members of the South Eastern Automobile Club of SA Inc.
6.2 Series points will only be awarded to the nominated Driver & Navigator in each crew.
6.3 Crews will be deemed a “Novice” until 2 outright placings have been scored. The crew may elect to upgrade to “Open” grading immediately, or wait until after the end of the 2009 Trials Series.
7. RECEIPT OF ENTRIES
7.1
Entry fees will be as per
event Supp Regs, plus $40 clean-up fee. The clean-up fee will be refunded to
those crews, and/or a representative from that crew, that attend the Sunday
morning clean-up. At the Directors discretion, crews residing greater than 75km
from Mount Gambier may be exempt from attending ‘clean up’.
7.2 Event Secretary shall record the time & date of receipt of all entries
7.3 Entries will only be received upon receipt of a fully completed & paid entry.
7.4 In the period between the ballot & the start of the event, entries shall be accepted in order of receipt irrespective of crew grading, but will start at the rear of their respective grading group.
8. STARTING ORDER
8.1 Only all “Open” crews will be drawn in a ballot for the first group of cars to start, followed by a second ballot for crews comprising of an “Open” & a “Novice” competitor. A third ballot for all “Novice” crews will determine the starting order for the remaining cars.
9. VEHICLES
9.1 Eligible vehicles for the Series must comply with the “General Requirements for Cars & Drivers” & “Schedule R – Requirements for all Rally Cars” in the CAMS Manual
9.2
Eligible vehicles include PRC, Classic, Historic, &
FIA Group N. All vehicles must have a CAMS Log Book.
There are no separate classes for 2WD, 4WD, or differing engine sizes
9.3
Other cars may only be accepted
subject to the discretion of the Event Director & Scrutineer.
9.4 All vehicles must be fitted with roll over protection complying with at least Schedule J, 1.5 Rallies as defined in the current CAMS Manual.
10. HELMETS
10.1 No person may participate in any competitive section without wearing an approved helmet to a standard listed in Schedule D, Section 1 of the CAMS Manual. Penalty for non-compliance will be exclusion from the event.
11. CLOTHING
11.1 Must comply with Schedule D, Section 3(c)Part iii.of the CAMS Manual. Both crew must wear clothing from ankles to neck to wrists. Clothing of flammable synthetic material, such as nylon, is not acceptable.
12. SEAT BELTS
12.1 Both driver & navigator must at all times, wear a CAMS approved seat belt or harness to a standard listed in Schedule I of the CAMS Manual. Penalty for non-compliance will be exclusion from the event.
13. SCORING
13.1 Outright finishing position points are awarded toward the Series scores as follows :-

13.2 Any competitor who “Does Not Finish” (DNF) an event, will be awarded one (1) point for each stage successfully completed.
13.3 A competitor who acts in the role of a Event Director, Assistant
Director, Course Checker, or their name appears on the front page of the Supp Regs
for that event, will be awarded 34 points, (equal to 2nd place),
but only once that person has competed in at least 2 other events during 2009
Series.
13.4 Points awarded for officiating, can only be claimed for one
(1) event during the Series.
13.5 If the Series completes 5 events, competitors can only be
awarded points in 4, or if the Series has 4 completed events, then a maximum of
3 events count for points.
13.6 If intending entering all events, including officiating, competitors
must nominate which event will be dropped for points. The competitor may only
compete in the last event if the Director of the last event has sufficient
officials & assistants
13.7 If there are less than four completed events during 2009, then the first event in 2010 will count for both the 2009 & 2010 Series.
14. TROPHIES
14.1 Trophies for each event will be awarded to the crews who gain 1st, 2nd & 3rd outright placings, plus the 1st Novice crew, provided they did not gain an outright placing. Novice crews who score an outright placing will be combined with the outright trophies. 2nd & 3rd placed Novice trophies will only be awarded at the discretion of the event Director.
14.2 The Club Trials Championship Trophies will be awarded to the driver & navigator who receive the highest points for the 2009 Series.
14.3 Trophies,
such as “Most Improved”, may be awarded only at the discretion of the Executive Committee
14.4 All
trophies, both event & series, will be presented at the annual trophy night
at the end of each season, on a date to be determined
by the SEAC committee. (Unless 13.7 rule applies)
15. FURTHER REGULATIONS
15.1 The minimum requirements for event Further Regulations are :-
· Must be ratified by CAMS or its representative
· Starting number & time
· Start, Finish & Main Service locations
· Transport Distance
· Number of services
· Distance to service
· Time allowed at each service
· Distance service crews shall travel
16. SERIES SPONSOR
Where a Series sponsor is secured, the following are the minimum provisions that shall be made by event organisers in regard to promotion & advertising for the Series sponsor.
· Each car entered in any event in the Series may carry on each front door the Series sponsor sticker (supplied) Must be located at the top within the white area of the door number square.
· The Series sponsors banner may be displayed in a prominent location at the event start.
·
Sponsors must be acknowledged in route instructions & spectator guides etc.
·
Sponsors must be acknowledged
in all event promotions.
17. CREW BRIEFING
17.1 It is a requirement at each event to conduct a crew briefing. It is compulsory for both members of each crew to attend. Failure to attend this briefing is exclusion from the event. A recommended agenda for the briefing shall include :-
· Thank sponsors, officials, volunteers, & competitors.
· Display / explain all boards being used.
· Answer any questions
· Notify of amendments
· Identify the event Stewards.
·
Remind crews of ‘Clean up’
details
· Advise of any issues not noted in instructions.
